First Information Report registration is a station act before it is a software act. A complainant reaches a Punjab Police desk, information is reduced to writing, a number is allotted in the register, and copies move according to local standing orders. Only after that identity exists does missal writing begin. This article is about that process: who speaks, what the desk records, which mistakes repeat, and how the file opens. It is original educational guidance, not legal advice. Keyboard steps for entering the same particulars in Missal Police Writing are on How to fill FIR data in MPW. Other articles sit on Resources.

What FIR registration means at the station تھانے پر FIR رجسٹریشن کا مطلب

CrPC provisions on FIR describe the duty to record information relating to a cognizable offence, to have it signed or attested as the law requires, and to enter it in the book kept at the station. This page does not copy those provisions. Officers should confirm the current text from an gazette or from the public Pakistan Code style PDFs introduced on Other Docs & Books. What the desk actually does, in practical language, is create a numbered public record that later investigation will be judged against.

Registration is not the same as investigation. Registration says: this information reached this station at this time, under this number, naming these people as then known. Investigation is everything that follows: visits, statements, recoveries, arrests, and the police report. Mixing the two in conversation leads to bad files — for example treating a hastily typed offence line as unchangeable science, or treating a delayed visit as if the FIR itself were optional. Punjab Police standing orders and district instructions add local detail (which copy goes where, which register is used, how women and children are heard). Follow those orders. This article only maps the writing consequences of the desk act.

A complete missal sequence after registration is in complete guide to police missal writing in Pakistan. Documentation duties beyond the FIR — diary, arrest papers, 160 attendance, warrants, proclamation, chalan — are in legal framework: police documentation requirements.

The rest of this article stays on station process and the legal record. For the software field list after you already have a registered FIR, use the FIR data guide linked above, then the MPW forms guide.

Who may report and how the desk receives it کون رپورٹ کر سکتا ہے اور ڈیسک کیسے وصول کرتا ہے

Information may arrive from an aggrieved person, a witness, another police office, or a written complaint sent onward. The duty to record cognizable information is not a courtesy that depends on the complainant’s social standing. Delay at the desk is one of the investigation mistakes covered in common investigation mistakes. From a writing point of view, delay also creates a gap between occurrence time and registration time that every later paper will have to live with. Record both times honestly. Do not “tidy” the clock.

Language matters. Many Punjab complainants speak Punjabi or Pothohari at the counter and expect Urdu on the page. The officer who writes should capture the substance without inventing legal words the speaker never used. Offence sections are the station’s legal characterisation, not the complainant’s vocabulary. Keep the narrative close to what was said, then apply the offence line as your reader and standing orders require. If an interpreter or a female officer is required by policy, the FIR file should show that the hearing happened in the required manner — not as a slogan, but as a fact of how the statement was taken.

Non-cognizable information has a different desk path. Do not force it into an FIR book because a visitor is loud, and do not refuse a cognizable report because the paper will be “too much work”. Wrong characterisation at the door is a legal problem, not a template problem. MPW cannot fix a file that should never have been an FIR, or a report that should have been one.

Practical station process عملی تھانہ عمل

A typical authorised sequence, described as practice not as a rigid law lecture, looks like this. The duty officer hears the information, tests whether it discloses a cognizable offence, and reduces it to writing. Particulars of place, time of occurrence, and persons named are taken while they are fresh. The statement is read back. Signature or thumb impression is taken as required. The entry is numbered in the FIR register. Copies are prepared for the complainant and for the channels your district still uses (often including a copy toward the magistrate’s office). The investigation officer is assigned according to local roster or special-unit rules.

Electronic registers and Punjab Police applications exist in many districts alongside the paper book. Where both exist, the number that later appears on zimni and chalan must be the number the office will recognise, not a draft number from a private notebook. If your district prints a computerised FIR sheet, treat that print as a copy of the register, not as a second original with a different spelling of the accused.

Place of occurrence decides jurisdiction more often than officers admit in a hurry. A theft said to have happened in another police station’s beat should not be registered “just to send the visitor away” unless your orders allow a specific receiving procedure. Wrong station on the FIR heading follows the file into every MPW printout. Correcting it later is possible but ugly: every heading changes, and the register history must still be explainable.

Medical, forensic, and women-protection pathways sit beside some FIR types. Those pathways are standing-order work. The documentation duty is to attach what the pathway produces (medico-legal, photographs, special forms) without contradicting the FIR narrative. Murder and unnatural-death Form A/B/C style sheets are introduced on Other Docs; they are forms, not MPW replacements.

What belongs on the FIR record FIR ریکارڈ پر کیا شامل ہو

Think of the FIR record as the identity card of the case. At minimum, later missal papers will need:

Names deserve extra care. Urdu spelling, English spelling on a CNIC, and a nickname used in the mohalla are three different strings. Pick the form your office will use on process and stick to it, noting aliases in the diary. A warrant or 160 attendance paper that cannot find the person because the FIR used a pet name is a process failure that started at registration.

Unknown accused is a valid FIR state. Filling a neighbour’s name because “someone must be written” is not investigation. Conversely, leaving a named accused off the record because the family is influential is not registration. The missal will inherit whatever honesty or dishonesty you put in the book.

After the FIR: opening the missal FIR کے بعد: مسل کھولنا

Once the number exists, the investigation officer opens a missal: diary, scene work, recoveries, applications, and eventually chalan and index. That sequence is the subject of the complete missal writing guide. The registration article only stresses the hand-off. If the IO copies the FIR by hand into a notebook and then into Word, spellings will drift. If the IO enters the registered values once into MPW, later templates can reuse them. That is a consistency tool, not a change in criminal procedure. Install only from the Download page. Print A4 or Legal as the station printer is set; see how to print MPW forms.

Sample PDFs on Sample Forms show layouts. They are not a second FIR book. Do not fill a live case in a website PDF. Typing traps after you do open the software are listed in common missal writing mistakes. Comparison of handwriting versus templates is in software vs manual missal writing. Urdu display on Windows is in Urdu typing for police software.

Call Detail Record requests may follow some FIRs. The request paper in the missal is documentation. Analysis of operator Excel or CSV files is a separate authorised workflow in CDR Analyzer. See CDR analysis for police investigations and digital evidence, CDR, and IMEI. Product split: MPW vs CDR Analyzer.

Common registration and record mistakes رجسٹریشن اور ریکارڈ کی عام غلطیاں

These mistakes show up in files we see discussed in training and inspections. They are patterns, not stories about named stations.

None of these is fixed by a nicer chalan font. They are fixed at the desk and then copied carefully into the case record. If you already use MPW, still treat the register as master: the software should mirror it, not invent a cleaner version.

High Court missal packing notes ہائیکورٹ مسل بندش کے نوٹس

Lahore High Court style directions on how a missal should be arranged are a packing standard, not an FIR statute. They tell officers what must not be missing when the file is presented: diary continuity, recoveries, medical papers where relevant, index, and a readable order of papers. Read the short introduction on Other Docs & Books under High Court Instructions for Missals, then open that PDF. Pair it with the legal-framework article rather than treating the PDF as a substitute for CrPC. Investigation checklists on the same page are self-audit tools, not a replacement for zimni.

If your district has a newer circular, the circular wins. Website PDFs are reference copies for authorised study. Confirm current text before you argue a packing point in court.

Example desk sequence (not a real case) مثال: ڈیسک sequence (حقیقی کیس نہیں)

Example: a visitor reports a motorcycle taken from a marked parking area at 21:40. The duty officer records the information at 22:10, reads it back, takes a signature, allots the next FIR number for the year, and notes both times. The beat is confirmed as this station’s. The IO is assigned. The next morning the IO copies register values into the MPW FIR screen — number, both times, station, complainant spelling, “unknown accused”, place described by landmark — then starts zimni with a visit to the parking area. That is a teaching sketch. It is not a claim about any real theft, and it is not legal advice on whether every vehicle complaint must be an FIR.
